When domain names are typed in the web browser, the domain name needs to be changed to an IP address in order for the requested web site to be found. The way this is done is through the Domain Name System Server (DNS). The DNS is typically taken care of by the registrar.
Now when domain names are first created, it takes time for the domain to be available on the Web. The reason for this is because the DNS server must update the master record database and then each ISP must use the database after the update has been made. Unfortunately, not all ISPs need to access the database at the same time or in the same frequency.
Regardless of the time it takes for the domain to be publicly visible, when the domain is created it is still active immediately. Any files that you want to transfer or emails that you want to set up can still be done right away. Because of the way the ISP updates it copy of the master record database of domains, your domain may not be visible for up to 3 days for some people. This procedure of updating the master record database is considered to be DNS Propogation.
